HIGHLY EXPERIENCED PERSONNEL
Group 81’s key asset is a cadre of former military personnel who possess an unparalleled dedicated work ethic, with in-depth experience in Human Resource Management, Organizational and Financial Management and Systems Engineering. Additional areas of professional expertise include Military Combat System Engineering, Computer Applications, Logistics and Technical Support. Our personnel have been involved with government research and development activities in areas such as fluid mechanics, aerospace material analysis, hydrodynamics and shock/vibration testing. Group 81’s staff has many years experience with all aspects of Government Program development, Implementation and Life Cycle Management, bring a level of service to our customers that is unsurpassed.
CURRENT EFFORTS
Group 81’s current major focus is Forward Electronics and Combat System engineering, analytical, and technical support services to the Naval Sea Systems Command (NAVSEA) and to the Naval Undersea Warfare Center Division, Newport Rhode Island for Anti-Submarine Warfare (ASW) capable surface ships and submarines. This includes management services, program planning, development and implementation, Test and Evaluation, and Battle force inter-operability assessment for both current and future classes such as the Virginia Class Submarine, LPD-17, DD-21, foreign military sales, and land based equipment. Under our current efforts Group 81 is also primary support for the Weapon System Accuracy Trials (WSAT), Sensor Accuracy Test (SAT), and Surface Ship Consolidated Operability Test (SCOT) Programs. These programs assess shipboard forward electronic systems ability to detect, track, classify, process, evaluate, and control weapons engagement of targets. These programs are the mainstay for NAVSEA certification of ASW Combat Systems installed in surface ships and submarines.
Group 81 personnel have long-term, in-depth experience with Navy acquisition, installation, test and evaluation program management and engineering. This experience was gained in Washington headquarters (NAVSEA and Pentagon), shipyards, field activities, and contractor facilities. The experience includes shipbuilding programs, system acquisition programs, overhaul programs, and system modification programs including the current Rapid COTS Insertion (RCI) programs. Group 81 personnel provide Forward Electronics and Combat System Test and Evaluation (T&E) and certification program engineering and management services. These services directly support T&E planning and execution for all surface ship and submarine Combat System certification.
Under Engineering and technical services Group 81 has supported systems such as the AN/SQQ-89, TOMAHAWK, AN/BSY-2, HARPOON, AN/BSY-1, SEA SPARROW, CCS MK-2, CCS MK-1, AN/SQS-53C, AN SQS-53D, AN/BQQ-5E, AEGIS, and AN/BQQ-6. In addition, we provide services in the areas of top-level orientations and indoctrination presentations, out-year planning, deficiency tracking, data management, document analysis, conference support, financial management and test conduct engineering.
LOGISTICS SUPPORT
Group 81 has considerable experience providing Integrated Logistic Support (ILS) services for the SSN 21, 688, and 726 class submarines and DDG 51 class surface ships in the areas of command and control, launchers, rockets, radars, torpedoes, guns, missiles, sonar, electronic warfare, navigation, communications, and in command and control systems. We have in-house experts with in-depth experience in LANS/WANS, computer programs and remote control systems. We have performed task which required procuring parts for repairs of shipboard combat systems to developing plans for transport of small craft to foreign countries under the Foreign Military Sales Program. Group 81 has been heavily involved in the Maintenance Assist Module (MAM) program and directly supported the staging of spare parts at shipyards for Post Shakedown Availability’s in addition to assisting in design, fabrication, and staging of electronic and mechanical test equipment.
GOVERNMENT PROGRAM SUPPORT
Our personnel have conducted program assessment and analysis for the Ship Self Defense System(SSDS)program, NATO Sea Sparrow Missile System and D-30 process in support of NAVSEA 53D. Group 81 personnel have provided services to NUWC Division Newport, NUWC Division Keyport, the Naval Sea Combat System Engineering Station and Naval Sea Center Atlantic (both consolidated into Fleet Technical Support Center, Atlantic (FTSCLANT)), SSPO, NUWC Detachments San Diego and Hawaii, and the Naval INSURV Board. The efforts range from actual test conduct through top-level program planning and management, and data acquisition, reduction and analysis using state-of-the-art software and hardware, Internet/Siprnet web support, Tracking Exercise and Missile Exercise procedures development, and on site test support. We have developed Test Implementation Plans, event schedules, messages, on-site communications, quick look reports, test reports, test program conclusions and recommendations, and we have proposed improvements to Combat Systems in the areas of effectiveness, design, interoperability, EMF, cabling, and test redundancy elimination. We have conducted operations and maintenance studies on such diverse subjects as submarine forward electronics, weapon launchers, submarine interior arrangements, user-friendly equipment arrangements, navigation system performance and performance assessments. We have supported systems analysis in shipyards, land based test sites and on operational ships and submarines.
DOCUMENTATION DEVELOPMENT AND SUPPORT
We have performed on-board equipment and documentation audits in addition to revising and up-dating computer system, weapon system and general electronic system documents. Group 81 has also provided test data analysis for Submarine and Surface ship ASW combat systems, torpedo firings, White Papers for system integration and Test/Evaluation justifications for NUWCDIV Newport and NAVSEA 91T. Group 81 personnel have provided configuration management support for new construction, operational and overhaul submarines and surface ships. We have vast experience providing technical editing, document preparation, and document maintenance services for NAVSEA, the Space and Naval Warfare (SPAWAR) command, the Strategic Systems Program Office (SSPO), and various field activities. The documentation ranges from electro-mechanical, electronic, hydro-pneumatic, and Military Maintenance Requirement Cards (MRCs) through top-level test program plans, Project Directives (PDs), Task Statements, Memorandums Of Understanding (MOUs), Test and Evaluation Master Plans (TEMPs), Integrated Test and Evaluation Plans (ITEPS), Master Test Plans (MTPs), and Memorandum Of Agreement (MOAs). The documentation ranges from torpedo room Maintenance Requirement Cards (MRCs) through top-level test program plans, Ship Project Directives (SPDs), Task Statements, test procedures, Go/No-Go criteria, master test schedules, action item lists, project data bases, count down procedures, firing plans, and operational security plans. Group 81 developed and drafted the current NAVSEA instructions on ASW Combat Systems Certification, Submarine Combat Systems Certification Requirements, and conducted revisions of the Total Ships Test Plan. Additionally, Group 81 Revised and Drafted the NUWC Newport Calibration Laboratory Calibration Manual.
MAINTENANCE AND TEST PROCEDURE DEVELOPMENT
Additional areas of expertise for Group 81 include, development and maintenance of a WSAT database for NSSN and Virginia Class submarines, development of a pre-testing checklist and master plan for conduct of WSAT, SAT and SCOT. Group 81 personnel have also been the designers of test procedures and testing plans for the Test Conduct authority for the WSAT program.
EDUCATIONAL SUPPORT
Group 81 has skill and experience providing training and technical writing services to the Military. These skills were gained through many years of teaching, training, developing Navy course curricula, and conducting training evaluations. The Group 81 Team has extensive expertise in developing training programs. Our personnel have gained many years’ experience through military and civilian formal schooling on teaching methodologies, techniques and training aids. Many of our personnel have been recognized as Master Training Specialists by the U.S. Military and benefit from many years of actual teaching positions with both civilian and military educational facilities.
